BBC Gaza Programme Deemed a 'Serious' Infringement of Media Rules, States Ofcom

The public service broadcaster was found to have committed a "significant breach" of media regulations by omitting to mention that the presenter of a documentary about the Gaza situation was the child of a Hamas official, according to British broadcasting authority Ofcom.

An probe by Ofcom into the documentary titled Gaza: How to Survive a Warzone has concluded that the film was "substantially inaccurate".

The head of the BBC had earlier expressed regret, noting there had been "a major oversight in relation to accuracy".

Ofcom has ordered the broadcaster to transmit a prime-time statement about its decisions.

"Given this constitutes a major infringement of our code, we are instructing the BBC to broadcast a announcement of our conclusions against it on BBC Two at 9pm, with a timing to be finalised," it said.

'Risk to Erode Credibility'

The authority's announcement said: "The inquiry we conducted found that the programme's lack of disclosure that the narrator's male guardian occupied a post in the Hamas-controlled authority was substantially inaccurate.

"This implied that the audience did not have critical information which may have been highly relevant to their evaluation of the presenter and the content he presented.

"Trust is at the center of the connection between a broadcaster and its viewers, especially for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the risk to damage the significantly high levels of credibility that viewers would have placed in a documentary produced by the BBC about the Israel-Gaza war."

The film was removed from the online platform in last February after the narrator's family links came to light, and in July an corporation's own inquiry found it violated the broadcaster's content policies on truthfulness.

A BBC spokesperson commented: "The authority's determination is in accordance with the results of the corporation's inquiry, that there was a serious error in the documentary in relation to the BBC's Editorial Guidelines on truthfulness, which corresponds to regulation 2.2 of the regulator's media standards.

"We have apologised for this and we comply with the authority's determination in its entirety. We will comply with the sanction as soon as the date and language are determined."
